How We Got Started

FY Psychology was founded in 2015 by Frances Yeo, a psychologist with a wealth of experience from Singapore Prison Service, KK Women’s & Children Hospital, Healthway Medical group. Together with a team of experienced and qualified psychologists, Frances started FY Psychology  to provide better support and mental healthcare for child, teens and adults in Singapore.

Our Approach

The first step in any journey to mental health begins with insight. Only by first understanding the issues, which lie at the heart of mental health conditions, can we begin the journey to better outcomes.

The FY Psychology Practice logo is an abstract representation of the work we do here, which is to open up opportunities for insights to take place, and from there, acceptance and transformation.

Frances Yeo Clinical Director & Principal Psychologist

Frances was trained in Sydney, Australia, where she obtained a Bachelor’s degree at the University of New South Wales before completing her studies with a Master’s degree at the University of Sydney. She began her career at Singapore Prison Service, where she treated offending behaviours and assessed the risk of re-offending for two years. Subsequently, she joined KK Women’s and Children’s Hospital (KKH) where she established the Psychology Service and, as the Principal Psychologist, grew the team to eight psychologists. During her 7 years at KKH, Frances worked with children, family, and adults, conducting diagnostic assessments for learning difficulties, ADHD and epilepsy, traumatic brain injuries. She also treated adults with anxiety, stress, obsessive-compulsive disorders, eating disorders, self-harming, depression and coping with gynaecological cancers.

In 2009, Frances left KKH for private practice where she established The Child Developmental Centre Clinic at Novena Medical Centre for Healthway Medical Group. During her 5 years there, Frances grew the practice to an integrated child development and allied health services centre with 22 clinicians and early intervention teachers. In 2015, Frances founded FY Psychology Practice, providing psychological services to various organisations such as Thomson Medical Group, Dr Janice Wong Paediatric Centre, and the Ministry of Home Affairs. 

Passionate about doing more for individuals with specific learning and neurodiverse disorders, she was contracted by Thomson Medical Group to set up Thomson Medical Group’s Thomson Counselling and Thomson Kids Specialised Learning – a centre dedicated to helping students with learning difficulties through structured educational programs, derived from evidence-based interventions in 2022.  In July 2023, Frances relocated FY Psychology to the existing location.  She provides psychological assessment and therapies for a range of conditions from children to adults. 

Through her extensive experience, Frances has cultivated a passion for championing inclusivity and the rights of individuals grappling with co-morbid neurodivergent and mental health disorders. She is dedicated to promoting the realisation of their full potential through collaborative efforts with educational institutions, families, and judicial systems. Frances firmly holds the belief that interventions should commence as early as a child’s formative years when the brain exhibits its greatest plasticity, recognizing that early interventions can pave the way for long-term improvements and mitigate the development of chronic mental health conditions.

Like other fields of medical science, clinical psychology has seen rapid advances due to clinical research. Frances is trained in peer-reviewed and medically proven techniques such as Cognitive Behavioural Therapy (CBT), Eye Movement Desensitisation Reprocessing (EMDR), and schema therapy. She contributes regularly to magazines and newspapers.

Jocelyn Teng Senior Educational Psychologist

Jocelyn’s passion is to help children overcome challenges and firmly believes that all children have the potential to excel and lead meaningful lives. As a mother of two young children, she is cognisant that every child is unique and works closely with parents to provide a safe and supportive environment and equipping both parents and children with the necessary tools to fulfil their potential.   

With more than a decade of experience in child and educational psychology under her belt, Jocelyn’s has extensive experience working with children on a wide spectrum of issues including Attention Deficit Hyperactivity Disorder (ADHD), Autism Spectrum Disorder (ASD), developmental delays, speech and language delays, intellectual disabilities, learning disorders and selective mutism. In addition, she also helps children overcome social-emotional issues such as school refusal, anger, anxiety, stress, relationship issues, poor confidence and emotional dysregulation.

Jocelyn has a keen interest in early intervention, home-school partnership and parenting, partnering parents, caregivers and teachers alike and imparting to them the knowledge, skills and strategies to better understand and address their children’s developmental needs.  She advocates holistic intervention plans that addresses the root cause of children’s challenging behaviours, with healthy relationships between parents, teachers and children as a foundation for positive behavioural change.

Jocelyn has extensive expertise in Functional Behaviour Analysis (FBA) and Positive Behaviour Support (PBS) and has trained teachers in both areas to help them manage behavioural challenges in the classroom. She has also been an Accredited Facilitator for Signposts for Building Better Behaviour Programme since 2012, training and equipping parents with the necessary skills to manage challenging behaviour at home.

Jocelyn obtained a Bachelor of Social Sciences (Psychology) at the National University of Singapore and went on graduate with distinction from the NTU Master of Arts (Applied Psychology) Programme. She is currently a registered Education Psychologist with the Singapore Register of Psychologists (SRP). Her 13-year career saw her work with clients of various ages from diverse backgrounds from Early Intervention Programmes for Infants and Children (EIPIC) Centres to Special Education (SPED) Schools and private clinics. Her past works in SPED schools includes initiating, designing and implementing the first social integration project with a mainstream primary school and has presented her works at the MOE SPED Learning Day as well as the IASSID Europe Regional Congress Conference in Vienna in 2014. Jocelyn rose up the ranks as a Deputy Head and represented in various professional consultations at ministry level, such as the Professional Practice Guidelines used by MOE for psych-educational assessment and placement of students with special educational needs.

Jocelyn is a proponent of continuous learning and imparting of knowledge and skills to others.  She lectures at a private tertiary institution and supervises junior psychologists. Her life mission is to inspire and contribute to the mental health and well-being of every client and their families by providing the best psychological care through collaborative and up-to-date clinical practices.

Dr Shirley Low Senior Clinical Psychologist

Shirley completed her doctoral training in Clinical Psychology at Murdoch University (Perth, Australia) after graduating from University of Hawaii at Manoa.  She has been practicing clinical psychology for more than 20 years. 

Shirley started her career at KK Women’s and Children’s Hospital as the pioneer psychologist and she was responsible for setting up the Psychological Services for both women and children. She conducted psychological assessment and intervention for children with developmental disorders and medical conditions. As part of a multi-disciplinary team, she also supported and journeyed with women diagnosed with gynaecological cancers. 

As the principal counsellor of PSB Academy, a private educational institution with an international student community, she established the Counselling Service and saw many young people through their struggles with studies, families, relationship, life stressors and various psychological issues so that they could graduate successfully. She also assisted students with special needs who required specialised support with their studies and who needed help with social integration into the student community. These services were similar to those she provided at the University Counselling Service at Curtin University of Technology in Perth, where she provided psychotherapy for adults with multi-cultural background, and who were facing issues such as cross-cultural adjustments, difficult relationships, pregnancies, grief, stress, anxiety and depression.  Shirley’s range of experiences had given her an understanding of individuals from diverse background and who have had to face adversity and stress.

During her previous stint in private practice, Shirley provided assessment and diagnosis for adolescents with attention deficit hyperactivity disorder, autism spectrum disorder, dyspraxia, dyslexia, dyscalculia and global developmental delay. Currently, she focuses on providing follow-up consultations to help these individuals and their families overcome issues presented by the challenge of living with special needs, especially in the areas of completing their studies, making friends and growing into adulthood.

Shirley’s current work also focuses on working with individuals with deep seated traumatic and attachment issues.  Through thorough clinical assessment, formulation and a wide range of treatment modalities, Shirley’s clinical experience has enabled her to journey with these individuals who are wanting to heal from their past hurts and to live victoriously in their own rights.  She also works with young people and adults struggling with various mental health challenges including depression, anxiety, OCD, adjustment disorders and stress. 

Shirley is passionate about her clinical professional practice.  Her  desire is to support individuals to overcome what they might have missed earlier in their life as well as help families who are eager to build supportive and positive relationships with each other. Her professional journey has thus, led her to focus on working with individuals and their families in enriching their lives.

Dr Pearl Chu Senior Educational Psychologist

As an Educational Psychologist who has more than 10 years of experience working with children and young people, Pearl specializes in working with ages 0 to 25 years and the systems around them, to support their learning and development. She is passionate in her course of working with children and young people, especially those with special needs, by providing consultations to family and staff in children and young people’s development, learning, emotions and behaviours. Privileging the children and young people’s voices is important to Pearl and she is a strong advocate of inclusive practices. Pearl believes that the family is one of the key factors to the progress of children and young people’s development.

Pearl graduated from UCL Institute of Education in London, United Kingdom, where she completed a Doctorate in Educational Psychology. Over the last 8 years, Pearl has experience in a wide range of settings in Singapore, such as SPD, Ministry of Education, and Cerebral Palsy Alliance Singapore (CPAS), and also in the London Borough of Islington Educational Psychological Services in UK. Having trained in the UK, Pearl is a Chartered Psychologist with the British Psychological Society (BPS), a registered supervisor on the BPS Register of Applied Psychology Practice Supervisors (RAPPS), and is registered as a Practitioner Psychologist with the Health and Care Professions Council (HCPC, UK). She is also a Registered Psychologist (SRP) with Singapore Psychological Society (SPS).

Pearl is fluent in English, Mandarin, and Cantonese. Her areas of clinical works include providing consultations to children, caregivers, teachers, and allied health professionals, using a humanistic, solution-focused approach. She is also a university sessional lecturer and able to provide supervision to students on UK educational psychology training programmes.
